Every bottle that leaves our facility is the result of an engineered process — not a manual one. We combine automated filling technology, cleanroom production environments, and in-house regulatory infrastructure to deliver consistent, shelf-ready e-liquids at commercial scale.
Our clients are brand owners, distributors, and retail chains who require a manufacturing partner capable of handling the full production chain — from raw material intake and flavour formulation to TPD2 documentation, German excise stamping, and bonded warehouse storage. We remove the complexity of multi-vendor coordination entirely.
Our fully automated CdA filling lines operate at high-throughput capacity with in-line gravimetric verification — ensuring dosing accuracy to 0.01 g tolerance across every batch, every run.
Inside the Production Process
Six integrated technical pillars define how we manufacture. Each addresses a distinct challenge in contract e-liquid production — from raw material purity to final-mile tax compliance. Together they form the operational standard your brand relies on.
Our production floor operates two distinct filling line configurations, each engineered for a specific production scenario. Fully Automated CdA Lines handle high-volume commercial batches — processing 250,000+ bottles per month with torque-controlled capping, in-line fill weight verification, and automated reject systems that remove out-of-tolerance units without interrupting the run. These lines are optimised for 10 ml TPD2 formats and standard shortfill bottles, where speed and consistency are the primary requirements.
Agile Semi-Automatic Lines serve limited-edition runs, niche salt formulations, custom bottle geometries, and market test batches where flexibility and changeover speed matter more than raw throughput. Digital batch monitoring systems record fill levels, torque data, and environmental parameters for every production run. The result: the flavour profile and nicotine concentration of bottle number 1,000 is provably identical to bottle number 250,000 — a requirement for any brand operating across multiple retail markets.
In a regulated product category, environmental contamination is a zero-tolerance issue. All liquid filling operations at Liquid Labor are conducted within a certified cleanroom environment equipped with advanced HEPA filtration — removing particulate matter down to 0.3 microns from the production air supply. Positive-pressure airflow prevents ingress of unfiltered ambient air during bottle filling and capping cycles.
Our hygiene protocols are modelled on pharmaceutical manufacturing standards: gowning procedures, surface sanitisation schedules, personnel access controls, and regular environmental monitoring via settle-plate testing. All equipment in contact with liquid product — tanks, transfer lines, filling nozzles — is fabricated from USP Class VI-compatible food-grade stainless steel and PTFE, with validated cleaning-in-place (CIP) cycles between different formulation batches. This standard is not a marketing claim; it is a documented and auditable operational requirement.
Nicotine delivery is not a single variable — it is a system. The salt type, acid concentration, pH value, and VG/PG base ratio all interact to determine throat hit, absorption speed, and stability over shelf life. Our in-house formulation team works with five specialised nicotine salt types: Benzoate, Malate, Salicylate, Tartrate, and Lactate. Each carries a distinct physiological and sensory profile. Benzoate salts produce a notably smooth hit with fast nicotine uptake, favoured in pod-system products aimed at adult smoker conversion. Malate and Tartrate provide a slightly sharper sensation at lower pH, preferred by consumers transitioning from higher-strength freebase liquids.
We source only pharmaceutical-grade nicotine distilled within the European Union, with full certificate-of-analysis documentation for every delivery. EU-origin nicotine guarantees supply chain compliance with REACH and CLP chemical regulations, eliminates import duty risk, and ensures the chemical purity profile required for long-term flavour stability. Freebase nicotine variants are available in standard concentrations from 0 to 18 mg/ml; salt formats are produced at 10 and 20 mg/ml as standard, with bespoke concentrations available on brief.
For brands selling into the German retail market, excise stamp application is not a post-production step — it is a production step. Under the German Tobacco Tax Act (TabStMoG), nicotine-containing e-liquids subject to excise duty must carry an official Steuerbanderole (tax band) before they can be released for sale. Liquid Labor's production lines are equipped for automated in-line application of these stamps using industrial hot-melt adhesive systems with optical sensor verification, ensuring each bottle exits the line with a correctly positioned, tamper-evident tax band.
This integration eliminates the need to transport unstamped product to a third-party tax warehouse — a process that introduces additional freight cost, handling risk, and logistical complexity. Because we operate a licensed Steuerlager (tax warehouse) under supervision of the Generalzolldirektion, your products can move through the full production-to-delivery cycle within a single bonded facility. Tax liability is deferred until the moment of release to free circulation, materially improving your working capital position on large orders.
Every batch of finished liquid passes a four-stage quality verification protocol before release documentation is generated:
- Stage 1 — Raw Material Analysis: Pre-production testing of propylene glycol (PG), vegetable glycerine (VG), and the incoming nicotine consignment for purity, identity, and heavy metal limits. Non-conforming deliveries are quarantined and rejected before entering the production area.
- Stage 2 — Organoleptic Evaluation: Sensory assessment of all flavour concentrates by our development team against reference standards. This catches flavour drift, oxidation, or contamination in concentrate stocks before blending.
- Stage 3 — Gravimetric Mixing Verification: During production, ingredients are weighed to 0.01 g tolerance using calibrated precision balances. In-line fill weight checks on the automated lines provide a secondary confirmation layer.
- Stage 4 — Final Lab Release: Post-production retention samples from each batch are evaluated and signed off. Release documentation including batch-specific Analysis Certificate and Safety Data Sheet (SDS) compiled to CLP Regulation requirements is issued with every shipment, providing the traceability records required for TPD2 compliance and retail chain supplier audits.
Finished e-liquid is an oxidation-sensitive product. Nicotine degrades on exposure to UV light, elevated temperatures, and humidity fluctuations — all of which accelerate discolouration and off-flavour development. Our 750 m² production warehouse maintains climate-controlled storage conditions (stable temperature range and humidity control) to protect product integrity from filling to dispatch. Pallets are racked and rotated on a FIFO basis with full lot traceability.
The adjacent 250 m² customs bonded warehouse operates under official customs supervision, enabling tax-deferred storage of duty-liable products until release is authorised by you. We coordinate outbound logistics by pallet or carton to your distribution centre, 3PL partner, or retail warehouse anywhere within the EU. For orders involving the EMCS (Excise Movement and Control System), we generate and manage the electronic administrative document (e-AD) required for excise-suspended movement within the EU. You receive despatch confirmation and tracking references; we handle the customs paperwork.
